Environmental Conditions (Ministerial)

The Environmental Conditions presented in the Ministerial Statements are set by the Minister for the Environment following assessment of the project under Part IV of the Environmental Protection Act 1986. The conditions and commitments in the Ministerial Statements set out the conditions to which project implementation is subject. Both the conditions and the commitments are legally binding.

  0813 - Silicon Project, Kemerton and Mine at Moora

The mining of silica (quartzite) rock approximately 15 kilometres north of Moora on Mining Lease M70/191, and smelting to produce silicon, employing wood, charcoal, coal and the silica mined at Moora, in the Kemerton Industrial Area approximately 20 kilometres north of Bunbury in the Shire of Harvey. The revised proposal is for the increase from the approved three submerged electric arc furnaces to four submerged electric arc furnaces at the Kemerton site, and the associated increase in production. The proposal is documented in schedule 1 of this statement.

The proposal involves the dredging of not more than 6 million cubic metres (Mm3) of material for two new berth pockets and extensions to the existing departure channel and swing basin at Nelson Point to accommodate vessels of approximately 250,000 dead weight tonnes (DWT); disposal of dredged material at both offshore in Commonwealth waters site and to a land based dredged material management area (DMMA), as documented in schedule 1 of this statement.

The proposal is for an increase in the mining rate from approximately 12 Mtpa to 45 Mtpa. The Wheelarra Hill Mine located approximately 40 km from Newman. The proposal includes clearing of an additional 580 ha of vegetation. The required water supply would increase from 3,750 kL per day to 11,800 kL per day. The proposal also involves the construction of a new rail spur and loop and Train Load-out facilities as well as the upgrading of existing 66 kV power line and installation of a second line.

The open-cut mine will require a depth increase of approximately 114 metres from nominally 402 metres Australian Height Datum (AHD) to 288 metres AHD. This will enable mining of an estimated six million tonnes of ore.

The extension of open pit mining of mineral sands by dredging and dry mining adjacent to existing operations. Existing dry mining and processing practices, plant and equipment will be used. Approximately 3.1 million tonnes of ore will be extracted, slurried and processed by the dry mine concentrator to extract heavy mineral concentrate for transporting to the Chandala facilities.
