	Environmental Conditions (Ministerial)


	The Environmental Conditions presented in the Ministerial Statements are set by the Minister for the Environment following assessment of the project under Part IV of the Environmental Protection Act 1986. The conditions and commitments in the Ministerial Statements set out the conditions to which project implementation is subject. Both the conditions and the commitments are legally binding. 	0813 - Silicon Project, Kemerton and Mine at Moora Size: 4,228kb Publish Date: 16-NOV-2009 10:59 AM The mining of silica (quartzite) rock approximately 15 kilometres north of Moora on Mining Lease M70/191, and smelting to produce silicon, employing wood, charcoal, coal and the silica mined at Moora, in the Kemerton Industrial Area approximately 20 kilometres north of Bunbury in the Shire of Harvey. The revised proposal is for the increase from the approved three submerged electric arc furnaces to four submerged electric arc furnaces at the Kemerton site, and the associated increase in production. The proposal is documented in schedule 1 of this statement.

	0812 - Dredging at Nelson Point, BHP Billiton RGP6 Project, Port Hedland Size: 401kb Publish Date: 04-NOV-2009 02:22 PM The proposal involves the dredging of not more than 6 million cubic metres (Mm3) of material for two new berth pockets and extensions to the existing departure channel and swing basin at Nelson Point to accommodate vessels of approximately 250,000 dead weight tonnes (DWT); disposal of dredged material at both offshore in Commonwealth waters site and to a land based dredged material management area (DMMA), as documented in schedule 1 of this statement.

	0811 - Koolanooka/Blue Hills direct shipping ore mining project, Shires of Morawa and Perenjori Size: 1,287kb Publish Date: 04-NOV-2009 01:32 PM The proposal is to mine hematite ore at Koolanooka Hills and at Mungada West and Mungada East (part of the Blue Hills Range), to reinstate the Mungada Haul Road to its original width and construct an accommodation camp at Old Karara. The proposal is further documented in schedule 1 of this statement.

	0810 - Keysbrook Mineral Sands Mine Shire of Serpentine-Jarrahdale and Shire of Murray Size: 1,234kb Publish Date: 19-OCT-2009 01:45 PM To develop a mineral sands mine near the Keysbrook township. The proposal involves the excavation and processing of a low-grade heavy mineral sands deposit. The proposal is described further in schedule 1 of this document.

	0809 - Wheelarra Hill Mine Modification Shire of East Pilbara Size: 366kb Publish Date: 07-OCT-2009 03:37 PM The proposal is for an increase in the mining rate from approximately 12 Mtpa to 45 Mtpa. The Wheelarra Hill Mine located approximately 40 km from Newman. The proposal includes clearing of an additional 580 ha of vegetation. The required water supply would increase from 3,750 kL per day to 11,800 kL per day. The proposal also involves the construction of a new rail spur and loop and Train Load-out facilities as well as the upgrading of existing 66 kV power line and installation of a second line.

	0807 - Western Turner Syncline, Section 10 Iron Ore Project, Shire of Ashburton Size: 149kb Publish Date: 17-SEP-2009 05:00 PM To open-cut mine iron ore and link the mining operation to the existing Tom Price Mine process facilities with an infrastructure corridor. This corridor would contain an ore conveyor system, access roads, power, water and communications lines.

	0808 - Spotted Quoll open pit nickel mine, Shire of Kondinin Size: 403kb Publish Date: 17-SEP-2009 01:12 PM The proposal is to develop and operate an open pit nickel mine and associated infrastructure on Mining Lease 77/00583 and haulage road on Mining Lease 77/00545 within the Shire of Kondinin.

	0806 - Mungada Iron Ore Project, 220 kilometres east-southeast of Geraldton and 320 kms north-northeast of Perth, Shire of Perenjori. Size: 4,316kb Publish Date: 08-SEP-2009 05:12 PM The proposal is to mine hematite and magnetite iron ore from the Blue Hills North and Terapod deposits, and construction of associated mine infrastructure, upgraded access road to Morawa, Tilley Siding, and powerline corridor in the Midwest region of Western Australia.

	0805 - Karara Iron Ore Project 215 kilometres east-southeast of Geraldton and 320 kms north-northeast of Perth, Shire of Perejori Size: 3,899kb Publish Date: 08-SEP-2009 05:11 PM The proposal is to construct and operate a magnetite iron ore mine, processing plant and associated infrastructure, Linear Infrastructure Corridor accommodating the raw water pipeline to the borefield near Mingenew and access road to Morawa, in the Midwest region of Western Australia.

	0804 - Bluewaters Power Station - Phase II, Shire of Collie Size: 10kb Publish Date: 27-AUG-2009 12:42 PM The construction and operation of a sub-critical coal-fired base-load power generating facility with a nominal generating capacity of 200 megawatts adjacent to the Bluewaters I Power Station on a site located approximately four kilometres north-east of Collie, as documented in schedule 1 of Ministerial Statement 724.

	0803 - Bluewaters Power Station, Shire of Collie Size: 10kb Publish Date: 27-AUG-2009 12:23 PM The construction and operation of a sub-critical coal-fired base-load power generating facility with a nominal generating capacity of 200 megawatts on a site located approximately four kilometres north-east of Collie, as documented in schedule 1 of Ministerial Statement 685.

	0802 - Koolyanobbing Iron Ore Project, Windarling W2 Pit mining below the groundwater table, Windarling Range, Shire of Yilgarn Size: 269kb Publish Date: 18-AUG-2009 04:35 PM The proposal is for open-cut mining of iron ore (haematite) below the groundwater table at the currently mined W2 pit at Windarling, approximately 90 kilometres north-north-east of Koolyanobbing. The open-cut mine will require a depth increase of approximately 114 metres from nominally 402 metres Australian Height Datum (AHD) to 288 metres AHD. This will enable mining of an estimated six million tonnes of ore.

	0801 - Fremantle Ports Inner Harbour and Channel deepening, reclamation at Rous Head and offshore placement of dredged material Size: 948kb Publish Date: 18-AUG-2009 04:32 PM The proposal is to deepen the Fremantle Inner Harbour, Entrance Channel and the Deep Water Channel by dredging approximately 3.1 million cubic metres to provide for further reclamation at Rous Head of approximately 27 hectares and for offshore disposal.

	0800 - Gorgon Gas development revised and expanded proposal: Barrow Island Nature Reserve Size: 377kb Publish Date: 10-AUG-2009 03:28 PM The construction of facilities for the development of the Greater Gorgon Gas Fields on the North-West Shelf, and the processing and export of the gas at a liquefied natural gas plant to be constructed on Barrow Island, as more generally described in the Draft Environmental Impact Statement / Environmental Review and Management Programme for the Proposed Gorgon Development, the Final Environmental Impact Statement/ Response to Submissions on the Environmental Review and Management Programme; as amended under Section 45C; and as expanded and revised in the Public Environmental Review for the Gorgon Gas Development Revised and Expanded Proposal and the Response to Submissions: Gorgon Gas Development Revised and Expanded Proposal, Public Environmental Review.

	0799 - Tutunup South Mineral Sands Project Size: 3,322kb Publish Date: 07-AUG-2009 04:57 PM The proposal is to mine the Tutunup South Mineral Sands Project located approximately 15 kilometres southeast of Busselton on Lots 2, 1827 and 1828 and part of Lots 441, 442, 1268, 1813, 1829 and part of Crown Reserve 22455, Hithergreen and part of State Forest 33 Yoganup. Mining is to extend approximately 15 metres below ground level and will require dewatering.

	0798 - Variation to existing Aquaculture Licence 1465 to increase production to 1000 tonnes per year production of barramundi in Cone Bay, Shire of Derby-West Kimberley Size: 322kb Publish Date: 06-AUG-2009 04:50 PM To produce 1,000 tonnes per annum of Barramundi in Cone Bay, 215 kilometres north-northeast of Broome, Shire of Derby-West Kimberley, with the use of eight nursery and 20 grow out sea cages.

	0797 - Pardoo Iron Ore Mine and direct shipping from Port Hedland, Shire of East Pilbara and Town of Port Hedland Size: 11kb Publish Date: 20-JUL-2009 05:27 PM The proposal is to develop and operate a direct shipping iron ore project in the Pilbara, as allowed in Statement No. 775. The project involves the open-cut mining of eight small pits approximately 70 kilometres east of Port Hedland to obtain direct shipping ore quality haematite. Annual ore production will be 1.5 million tonnes.

	0795 - Devil Creek Development Project, Gnoorea Point, Shire of Roebourne Size: 1,904kb Publish Date: 09-JUL-2009 12:45 PM The construction and operation of a gas processing plant, onshore supply gas pipeline, onshore sales gas pipeline, and horizontal directionally drilled shore crossing.

	0796 - Class II landfill, Lot 7778 Diagram 209805, 1189 Wannamal Road South, Cullula, Shire of Gingin Size: 1,279kb Publish Date: 11-JUN-2009 09:43 AM To construct and operate a landfill accepting Class II-type waste. Six cells will be constructed with a total operational lifetime of not more than 30 years. A landfill gas collection system and utilisation plant facility will also be constructed.

Existing dry mining and processing practices, plant and equipment will be used.
