Brickworks review

The Department of Environment and Conservation (DEC) is undertaking a review of the six major brickworks currently operating in Western Australia, three of which are located in the Swan Valley.

The report of the review has been released. This report is an overview of licence conditions currently applied to these brickworks.

The Brickworks review also includes:

  • a program to audit the compliance of each major brickworks with conditions contained in Ministerial Statements and industry licences
  • the preparation of environmental assessment reports (EARs) for each Brickworks that examine emissions against relevant health and environmental standards, and the requirements of the updated Brickworks Licensing Policy. These EARs will be used to derive new licences with revised conditions; and
  • an ambient air monitoring program to be conducted in 2007 in the Midland area, as part of the Perth Background Air Quality Study.

This report presents the results for a review of the general regulatory approach for licence category 41 (clay bricks or ceramic products manufacturing). The desired outcome was to provide understandable, achievable and enforceable licence conditions that reflect the environmental aspects of the premises and the expectations of the community. A report by an independent consultant into six brick manufacturing companies has found that new scrubbing technology installed at two sites has led to significant reductions in hydrogen fluoride and hydrogen chloride emissions.
