Mel Hay APM - Chairperson

Mel Hay is a retired Assistant Commissioner of Police having served in the Western Australia Police Service for 37 years. He was promoted to the rank of Assistant Commissioner in 1994 and since that time was a member of the police executive and part of the management team responsible for significant and profound change within the Western Australia Police Service. During this period he was responsible for and managed the operations of the Traffic and Operations Support portfolio for a period of 7 years and the Crime Investigation and Intelligence Support portfolio for 3 years. He was awarded the Australian Police Medal for distinguished police service in January 2000.

Virginia Scott - Deputy Chairperson

Virginia Scott is the Principal Project Officer, Community Capacity Building in the Department of Local Government and Regional Development (DLGRD). She has been a member of the KABC since 1995, first as a Deputy Director representing the then Department of Local Government and more recently, as a Director on behalf of DLGRD. Previously Manager, Policy, in the Department of Local Government, she has a comprehensive knowledge of the Local Government Act 1995 and the Litter Act 1979 and a keen interest in legislation as a reflection of community values and a framework for governance.

Virginia has held management positions relating to a range of policy and program areas in the Commonwealth and State sectors, all emphasising the well-being of people in the community. She has observed the key role which KABC has played over the years in promoting community involvement and pride in towns and communities across the State and continues to do through Tidy Towns and other initiatives. This is being extended to remote and isolated communities with great results.

Jeff Anderton

Since 1990, Jeff Anderton has been actively involved in Landcare work from Rockingham through to Bibra Lake, and is currently President of the Lark Hill Landcare group and the Port Kennedy Land Conservation District Committee. He also represents the Conservation Council of WA on a Mining Advisory committee for Alcoa's mine site revegetation. Jeff's background is previously as an electronics engineer and he possess' an incredible breadth of experience on a diverse array of environmental committees and projects.

Matt Brown

With an extensive experience in Continuous and Manufacturing management and holding a Masters in Engineering, Matt has worked for a number of well known FMCG companies, including Nestle, Cadbury Schweppes and Lion Nathan. He is currently the Packaging Manger for The Swan Brewery in Perth, responsible for the packaging for c.73mio litres of beer every year.

Margaret Buckland

Margaret Buckland has been a public sector employee for 20 years with the Department of Conservation and Land Management (CALM). For 12 years Margaret worked in finance and administration, and for the last eight years she has worked as a Community Involvement Coordinator. In her current role Margaret is responsible for the management of 7,500 volunteers and any volunteer issues on behalf of CALM. Previous to CALM, Margaret ran her own business for 10 years. With a love for wildlife, Margaret is also a volunteer at Perth Zoo.

Howard Flinders

Howard is currently project manager of the Sustainable Schools Initiative in WA, a federally funded national initiative that aims to encourage the whole school community to embrace the principles of ecological sustainability and to adopt behaviours that reduce the school’s negative impact on the natural environment, whilst also promoting social and economic well being.

Prior to taking up this position, Howard has worked as a primary teacher in WA and the UK, as well as carrying out a range of consultancy and project management roles in the area of Education for Sustainability (EfS) for various government and non-government agencies.

Malcolm Jenkinson

Malcolm Jenkinson is a local government operational manager working in community safety, security and law enforcement. Previous roles in both Australia and the UK include corporate governance, exchequer services, ICT, purchasing, logistics and marketing. Malcolm is an executive member of the Security Agent’s Institute of WA and of the WA Rangers Association. He is also a licensed Marriage Celebrant.

Genette Keating

After fifteen years with the Consumers Association of WA, and two terms as President, Genette Keating continues to represent consumer interests through a number of committees including: the Building Disputes Tribunal; the Department of Consumer and Employment Protection's Retail Shops and Petrol Products Prices Advisory Committees; and the Economic Regulation Authority's Consumer Consultative Committee. Professionally, with a Bachelor of Science (Honours) in Horticulture, Genette is Director of Bioscience Pty Ltd, and is concerned with many environmental and horticultural issues. As Treasurer of the Serpentine Bushland Group, Genette is also involved with the community and local students in restoration of urban bush and wetland areas through flora and fauna surveys, revegetation and litter abatement.

Greg Stevenson

Greg is the Engineering Manager at Amcor Beverage Cans Canning Vale, WA's sole manufacturer of 2 piece aluminium beer and beverage cans, producing 2 million cans per day in a highly automated and technically complex environment. He has worked for Amcor continuously since gaining his Bachelor of Engineering (electrical) in 1993.

Gavin Williams

Gavin Williams was appointed CEO of the Packaging Council of Australia (PCA) in February 1993. Prior to this, he was a member of the Australian Diplomatic Service from 1972-87 with postings in Singapore, Egypt and Indonesia. Gavin holds a Bachelor of Economics (Hons) degree from the University of WA.

Since his appointment to the PCA he has been closely involved in negotiations with Government officials at both the Commonwealth and State level on environmental issues concerning packaging. The PCA played a key role in the establishment of the National Packaging Covenant and he is a member of the Covenant Council, the governing body of the Covenant. The PCA conducts a number of national Awards for packaging excellence for both students and industry, and is also active in the area of packaging standards.
