Council Structure

The Council is a 15-member body appointed by the Minister for the Environment in accordance with section 9 of the Litter Act 1979.

Two members are appointed directly, viz:

  • a person to represent the interests of consumers; and
  • a person with special knowledge of or experience in litter prevention and/or environmental matters.

The balance of the Council is appointed by the Minister from nominations submitted by the following organisations:

  • Soft Drink Manufacturers' Association (WA)
  • Chamber of Commerce and Industry on behalf of:
    • the brewing industry
    • manufacturers of cans
    • manufacturers of glass
    • manufacturers of paper products
  • Packaging Council of Australia (Western Australian Division)
  • Department of Education and Training
  • Department of Local Government and Regional Development
  • Department of Conservation and Land Management
  • Western Australia Local Government Association
  • Country Shire Councils' Association of WA
  • Trades and Labor Council of Western Australia, and
  • Conservation Council of Western Australia.

The Chairperson of the Council is appointed by the Minister from among those members of the Council who are not public servants. A Deputy Chairperson is elected by Council members at the first Council meeting of the year.
